Niagara Region Mayors Debate Amalgamation: What It Means for Taxpayers and Local Governance (2026)

Niagara Region's Future Hangs in the Balance: Mayors' Decision on Amalgamation Could Mean Big Changes for Taxpayers

The fate of the Niagara region's governance structure hangs in the balance, with Premier Doug Ford stating that the decision to merge or amalgamate the region's cities and towns will be made by local mayors. This announcement comes amidst growing concerns over the region's financial health and the need for improved governance. The Regional Municipality of Niagara currently operates under a two-tier system, with an upper-tier government and 12 lower-tier municipalities, resulting in a total of 126 councillors.

The newly appointed chair of the region, Bob Gale, has expressed his concerns to the province, citing excessive tax increases, a growing capital backlog in the billions, and a lack of fiscal prudence. Gale's proposed solution includes reducing the number of councillors and restructuring the region, potentially through amalgamations.

Premier Ford supports Gale's recommendations, agreeing that taxes in the region are too high and that there are too many politicians. He believes that amalgamation could save taxpayers money. However, the possibility of amalgamation has divided the region's 12 mayors, with some in favor of merging down to four cities and others opposing forced amalgamation, instead advocating for a more efficient government.

Niagara Falls Mayor Jim Diodati, for instance, supports amalgamation, citing a $110-million infrastructure deficit and poor water and wastewater infrastructure. In contrast, Fort Erie Mayor Wayne Redekop opposes forced amalgamation, preferring to maintain the town's independence and financial control. The decision now rests with the mayors, who must decide whether to merge or maintain the status quo, potentially impacting the region's future and the wallets of its residents.
